Catalonia plans shift to PPP

The Catalan government is denying that an internal document obtained by El Pais newspaper reveals its true plans. The report suggests that the Catalan Health Institute with its budget of nearly €2.89bn and 40,000 employees will be chopped into 20 providers. But insiders say it is clear that the Catalan government will head down the PPP route. Cuts have left it with a near zero investment budget.
