How the Alzira model works

The four privately-run administrative concessions (concesiones administrativas) in Valencia are paid 30% less than the mean capitation fee for the public sector in the region according to Carlos Trescoli Serrano, an academic who is CEO adviser at Alzira, the oldest of the projects. According to an article co-authored by Trescoli in Euro Observer, Alzira made a profit of just 1-2% of sales over the last few years and profits are capped at 7.5% of sales.
